Parish boundary review

Local residents may be aware of the planning application for 700 new houses on the “Land East of Kingston Bagpuize”, in a plot of land that is currently in Fyfield & Tubney parish, but will largely affect KBS.  KBS parish council has strongly opposed this application, which was initially refused. However, if it ultimately goes ahead this will mean a huge percentage increase in the local population using KBS’s facilities, such as the Millennium Green and public open space, play and recreation equipment, dog and litter bins and bus shelters, most of which are provided by the parish council and paid for via the precept (a portion of residents’ council tax).  In a proactive move KBS parish council is applying to have the parish boundary moved to include this land, primarily in order that it can receive an increased precept to mitigate the costs of providing these services.  The council is keen to hear the views of local residents to this proposal, in order to be able to represent them to the Vale of White District Council when it meets to decide on this matter in September.  Please email the clerk, Mrs Sarah Bates, at clerk@kbsparishcouncil.org.uk or write to the address below by the end of August, using the subject line “Parish boundary review”, to state whether you support or object to the application to change the boundary, and your reasons. Further information is available below.

In November 2021 the Vale of White Horse District Council announced a community governance review would be held in January which allowed parish councils to request changes such as a boundary review. KBS Parish Council discussed this at its December meeting and decided to make this request. At a meeting of the district council’s committee on 26 May this proposal was an agenda item and recommended for refusal as the planning application for the development has not yet been approved. However the final decision will be made in September.
